1865: Civil War Naval Order: International Trade
Andrew Johnson Orders “International Trade Is Open”. May 24, 1865, General Order No. 55 by Gideon Welles on Behalf of President Andrew Johnson, Regarding International Trade, Choice Mint.. 8.75” x 5.5” 2-page order to the Navy from Gideon Welles as an intermediary of Andrew Jackson. The Proclamation made by Andrew Johnson states that international trade is open in all ports except for the ones listed starting the first of July. All restrictions to trade East of the Mississippi river except those relating to war contraband are also removed.
